Seoul, South Korea, 1 October 2026 - Invest Seoul announced on October 1 that it has partnered with Singapore-based global infrastructure investment manager Seraya Partners to identify investment opportunities and expand its business activities in Seoul.

Invest Seoul said it signed a memorandum of understanding (MOU) with Seraya Partners in Singapore on September 30 to promote investment and business expansion in Seoul and support the growth of Seraya Partners’ existing portfolio companies operating in the city.

Under the agreement, Seraya Partners plans to identify and evaluate more than US$500 million (approximately KRW 700 billion) in potential investment opportunities in Seoul over the next three years and pursue investments in promising projects. The firm will also explore new opportunities in future-growth sectors such as next-generation infrastructure and renewable energy, while using Seoul as a base to further expand its business presence in Korea.

Seraya Partners is a specialist investment manager focused on next-generation infrastructure across Asia, with digital infrastructure and energy transition as its key investment themes. The firm invests in infrastructure assets and platforms across major Asian markets that offer long-term growth potential and stable cash flows, while leveraging its local networks and expertise to support the growth of its portfolio companies and projects.

Seraya Partners has also been expanding its investments in the Korean market, including in the renewable energy sector. Through this MOU, the firm is expected to further establish Seoul as a hub for its investment and business expansion in Korea and to pursue the growth of its investments and portfolio companies in a more systematic manner.

The two organizations will establish a collaborative framework covering the full investment cycle, from identifying investment opportunities to expanding business operations and supporting portfolio company growth. Seraya Partners will seek investment projects and business opportunities in Seoul, assess opportunities in future-growth sectors such as next-generation infrastructure and renewable energy, support the expansion of existing and new portfolio companies in Seoul, and pursue the establishment of additional corporate entities and the recruitment of professional talent.

Invest Seoul will support Seraya Partners’ activities in Seoul by identifying and connecting the firm with promising investment projects and companies, providing relevant information and business networks, facilitating connections with Seoul’s financial and investment ecosystem, assisting with investment-related administrative procedures, and linking investments and employment initiatives with available incentive and corporate support programs.

In particular, Invest Seoul plans to connect Seraya Partners’ Asian investment network with Seoul’s industrial and corporate ecosystem to generate new investment projects and business opportunities, while supporting the entry into and expansion of both existing and new portfolio companies in Seoul.

James Chern, Managing Partner and CIO of Seraya Partners, said:

“Korea is an important market with strong capabilities in technology, talent, advanced industries, and innovation, and Seoul serves as a key gateway to investment opportunities across Korea. We intend to connect Seraya Partners’ Asian network and infrastructure investment expertise with Seoul and the broader Korean market, identify new opportunities particularly in next-generation infrastructure and energy transition, and support the expansion and growth of our portfolio companies in Seoul.”

Ji-hyung Lee, Chairman of Invest Seoul, said:

“Seraya Partners’ decision to use Seoul as a hub for expanding its investments in Korea and to pursue more than US$500 million in potential investment opportunities over the next three years is a meaningful achievement that demonstrates Seoul’s competitiveness as an investment destination and its growth potential. Invest Seoul will provide practical support to global investors from their initial entry into Seoul through business expansion and follow-on investment, and will work to translate investment and corporate growth in next-generation infrastructure and energy transition into new opportunities for Seoul.”
